Ceilings in Perth houses come down without warning, and it happens often enough that the building regulator investigated a run of collapses and published what it found: a specific band of construction years, a single common cause, and a set of warning signs most owners paint over. What the investigation found

Building and Energy, then the Building Commission, looked into a run of unexplained collapses where large sections of gypsum plasterboard sheeting let go from the ceiling framing. Twelve consumer complaints arrived in a six-month period. Homes built between 2005 and 2007 were the most affected.

Across every failure they examined, one factor was constant: poor application of adhesive.

Plasterboard ceilings are held up by a combination of mechanical fasteners and adhesive daubs on the joists. The adhesive does most of the work. Manufacturers document how much and where, and the current standard, AS/NZS 2589:2017, specifies a daub 25 millimetres across and 15 millimetres high that spreads across the framing member when the sheet goes up. Reduce the amount, or put it in the wrong place, and the sheet's ability to stay attached goes with it.

The bulletin also notes screws being used that are too short. Twenty-five millimetre screws were going into softwood framing where the standard calls for thirty.

Why those years

The plastering trade moved to what is called the one-third fixing method around 2007 and 2008, specifically to deal with known problems in the method used before it. Once that became normal practice, new failures dropped away.

So the window is real, and it has an end. Houses finished before the change are the ones carrying the older method. Around sixty per cent of reported failures happened nine to ten years after practical completion, which is a long enough fuse that the original builder is often long gone by the time it matters.

Adhesive is not the only cause. Storm damage, water leaks, someone storing boxes in the roof space or walking where they should not, and simple poor workmanship all appear in the record.

The warning signs, which are quieter than you would expect

Everyone whose ceiling came down had noticed something first. The problem is that each sign, on its own, looks like nothing.

  • A loud cracking sound from the ceiling, often at night as the roof cools
  • Sagging or dropping in the sheeting, or in the cornice line
  • Cracking in the ceiling surface
  • Nail pops — small circles or blisters, usually in a line, where the sheet is pulling away from the joist above it

That last one is the one people paint over. A row of blisters following a straight line across a ceiling is not a paint defect. It is the fixing letting go, drawn in dots.

The part that catches buyers

In many offer-to-purchase contracts, ceilings are excluded from the definition of structural defect in the REIWA pre-purchase building inspection clause. If your inspector reports sagging and you try to rely on that clause to get out or get it fixed, the clause may simply not reach it.

That does not make the inspection pointless. It changes what you do with the finding. It becomes a negotiation about price rather than a right to walk, and knowing which of those two you hold is worth knowing before you write the email.

Where the house is under six years old, there is a separate route: a building service complaint to the Building Commissioner within the defect liability period. Past six years, the remaining path is civil, and that is a lawyer's question rather than ours.

What we do about it

On any house built between roughly 2000 and 2008, we look at ceilings differently. Cornice lines get sighted along rather than glanced at, because sag reads far more clearly from the end of a room than from underneath. Nail pop patterns get photographed and located. Where there is safe roof access we look at the fixing from above, which is the only place the truth is visible.

None of that is exotic. It is knowing which decade built the house and adjusting accordingly, which is most of what a pre-purchase inspection actually is.

If you already own the house and you have seen one of the signs above, act early. Reinforcement and repair of the affected area is almost always simpler than replacing a whole ceiling, and the gap between those two options narrows every month you leave it.

Why the fixing is the whole story

A plasterboard ceiling seems like one of the more benign parts of a house, a flat sheet overhead that does nothing but sit there, but ceiling collapses do happen, and when they do the cause is almost always the same: a failure of the way the plasterboard was fixed to the structure above it. Plasterboard is held up by its fixings and, in many ceilings, by adhesive as well, and the whole weight of the sheet, plus anything above it like insulation, depends on those fixings holding. When the fixing is inadequate, too few fasteners, the wrong method, an over-reliance on adhesive that fails, or a combination, the ceiling is being held up by less than it should be, and over time, or under some trigger, it can let go. A ceiling collapse is not the plasterboard failing; it is the connection between the plasterboard and the structure failing.

This matters because it means the risk is built in and largely invisible. A ceiling that was inadequately fixed looks exactly like a ceiling that was properly fixed, because the fixings are hidden above the plasterboard, and the inadequacy only reveals itself when the ceiling starts to sag or, in the worst case, comes down. The problem was there from the day it was installed, waiting, and nothing on the visible surface announces it until the failure begins. This is what makes inadequate ceiling fixing an insidious defect: it is concealed, it is built in, and its first clear symptom can be the beginning of the collapse itself.

A ceiling that is beginning to fail often shows sagging, a subtle dip or bow in what should be a flat plane, most visible when light rakes across the ceiling at an angle. Cracking can appear, particularly along the lines where sheets join or where the ceiling meets the walls. In some cases the fixings themselves telegraph through as small blemishes or popping. None of these is dramatic, and all of them are easy to attribute to the ordinary settling and imperfection of a house, which is exactly why they get lived with rather than acted on.

The danger is that these quiet signs are the ceiling telling you the fixing is failing, and that dismissing them as cosmetic can mean missing the warning before the collapse. A sagging ceiling is not a cosmetic issue to be repainted; it is a ceiling whose connection to the structure is losing its hold, and it warrants investigation rather than being ignored or papered over. Where a ceiling shows signs of a fixing problem, it can be flagged for the closer investigation warranted, because confirming the adequacy of the fixing above the plasterboard may require access into the roof space or a more invasive look. There are limits to what a visual inspection of the ceiling surface can determine about the concealed fixings above it, and an honest report acknowledges them, but flagging a ceiling that is showing the quiet signs of a fixing problem is exactly the kind of finding that can prevent a collapse, and it is one of the reasons an experienced inspection of the interior is worth more than a hopeful walk-through.
