Whitby lies between Byford and Mundijong and is one of the shire's designated growth areas. The Mundijong-Whitby Development Contribution Plan applies to it. Almost all of the housing is recent estate construction on former rural land.
New estate stock means the inspection concentrates on how well a house was built rather than how it has aged. Handover defects. Whether they were rectified while the builder remained liable. Whether the defect liability period is still open, which on a suburb building this recently it frequently is.
Most owners never check that window and it closes quietly.
Building on former farming land brings bulk earthworks and imported fill under slabs, so site preparation is the structural question. Fill depth. Compaction. Drainage. Where a slab has moved, that is where to look before assuming workmanship, and the records exist.
Legacy items from the rural use sit under some parcels. Old bores. Irrigation lines. Shed slabs and yard hardstand that were covered rather than removed.
Tributaries of the Wungong and Serpentine catchments run through the district, so low-lying parcels near a watercourse carry a seasonal water table and drainage that has to work rather than merely exist.
The Development Contribution Plan is worth understanding for a specific lot, because it can affect what development costs. That is knowable in advance and it will not appear in any building report.
Watercourses are what set Whitby apart from a dry estate suburb. Tributaries of two catchments cross the district, and a parcel near one of them holds moisture through months when the rest of the shire has dried out.
That is the condition a colony depends on, and here it comes from the landscape rather than from anything going wrong at a house.
Under it all sits former farming ground, which leaves fence posts and shed bearers in soil when land is subdivided rather than removing them.
Every home carries a termite management system with a durable notice recording it. Find it, note the date.
Then look at what the garden has done to the slab edge. In an estate landscaped this recently, soil and paving over that junction is the norm rather than the exception, and a barrier that cannot be inspected cannot be relied on.

Ask for the fill and site preparation records. On former rural land turned into an estate, that documents what a slab is sitting on and it is a routine request.
Staged inspections during construction catch problems at slab and frame, both of which are visible once and then covered for the life of the building. Condition records apply where a finished home now sits beside a lot about to be built on, which in a designated growth area describes a great many properties.

Whitby sits on the Guildford Formation — alluvial clay and sandy clay laid down by the Swan and Canning systems. This is the reactive ground. Clay here shrinks and swells with moisture, which is what puts stepped cracking through brickwork and takes doors out of square between seasons. Articulation joints matter on these sites, and a great many older houses do not have them where a current standard would want them.

Mundijong and Byford sit on the same ground as Whitby, so the footing behaviour and the drainage problems tend to repeat across all of them. If you are comparing houses across those suburbs, you are largely comparing the same site conditions.
Cardup is 3.2 km away but sits on the Bassendean dune system; Mardella is 6.5 km away but sits on the Bassendean dune system; Oldbury is 9.0 km away but sits on the Bassendean dune system; Serpentine is 9.0 km away but sits on the Bassendean dune system. That is the useful thing about this part of Perth: the ground can change inside a few kilometres, and with it what an inspection is looking for.
