A balcony is a roof you can stand on, and like a roof it has to shed water and keep it out of the structure below. When the waterproofing on an above-ground balcony or podium fails, the water goes into the slab, the wall, and the rooms beneath, and on a strata building that becomes an expensive shared argument. Industry Bulletin 37 deals with waterproofing of external above-ground building elements — balconies, podiums, and similar horizontal surfaces that sit over occupied space. It makes a point worth keeping in mind: it focuses on one path of moisture ingress and should not be read in isolation, because water finds a building through many routes at once.

The reason these elements get their own treatment is that they are exposed to the full weather, they take foot traffic and furniture, and they sit directly above rooms people live in. A failure has nowhere benign to go.

The standard that governs it

The National Construction Code requires a roof, balcony, podium or similar horizontal surface to be provided with a waterproofing membrane made of materials complying with AS 4654.1 and designed and installed in accordance with AS 4654.2. That is a different standard from the AS 3740 that governs internal wet areas, because an external membrane has to survive ultraviolet exposure, thermal movement and weather that an internal one never sees.

The detailing is where these fail. The membrane has to be turned up behind the door threshold and under the wall junctions, the falls have to move water to the outlets, and every penetration and every movement joint has to be sealed and detailed. A membrane that is sound in the middle of the balcony and poorly terminated at the door is a membrane that will let water in at the door.

Why it matters more on the coast

An above-ground membrane has a service life, and it is shorter than the building's.
