The AS 4349.1 defect type where the building fabric has ruptured or broken, why cracking is the headline case, and when damage becomes a major structural

When a building inspector writes that something is "damaged", the word has a narrower meaning than everyday use. Under AS 4349.1 it is one of six defect types the standard recognises, and knowing which type a finding falls under tells you how seriously to take it.
What "damage" means in a building report
AS 4349.1 sets out defect types in Appendix F. Damage is the category where the fabric of the building has physically ruptured or broken — a cracked wall, a fractured tile, a split beam, a broken bracket. It is distinct from something that has merely moved (distortion), worn out (deterioration) or stopped working (operational). The material itself has failed.
The reason the standard separates these is that they point to different causes and different fixes. A cracked cornice from a dropped ladder is damage. A cracked cornice from the footings moving is distortion showing up as damage, and the two need very different responses.
Cracking is the headline case
Most "damage" findings in a Perth report are cracks, and cracking is where buyers most often misread the severity. AS 4349.1 addresses it directly in Appendix E, which categorises cracking by width from Category 0 (hairline, up to 0.1 mm) through to Category 4 (over 15 mm, requiring sections of wall to be broken out and replaced).
But width is not the whole story, and the standard says so plainly: a crack of 0.1 mm can be a structural defect while one of 5.0 mm may not be, and cracking in a structural element does not by itself mean there is a structural defect. What matters is the cause, the pattern, and whether it is still moving. A single fine crack that has been stable for twenty years is not the same finding as a stepped crack that has opened 3 mm in a wet winter, even if a tape measure reads them the same.
What it means in a Perth house
This city is mostly double brick, which cracks differently from the framed construction the eastern states are built on. Stepped cracking following the mortar joints, cracking at the corners of window and door openings, and horizontal cracking that can indicate wall-tie failure are the patterns we read. Where a house sits matters too: on the reactive clay of the Guildford Formation along the river systems, seasonal movement drives cracking that barely appears on the stable sands elsewhere.

When damage becomes a major defect
Under clause 1.4.10, a defect is major when rectification has to be carried out to avoid unsafe conditions, loss of utility, or further deterioration. A broken roof tile is damage, but rarely major. A fractured structural beam is damage that is almost always major. The category tells you what happened; the definition tells you how much it matters.
Where damage is structural — and reactive-clay footing movement is the most common Perth cause — it belongs in the group of major structural defects that decide negotiations. A pre-purchase inspection reports each with a photograph, a location, and a plain statement of whether it meets the major-defect threshold.
Damage versus wear, and why the line matters
One of the quieter judgements in a building report is the line between damage and ordinary wear. Damage is the result of an event or a force acting on the building: something cracked, broke, moved, or was struck. Wear is the slow, expected decline that every material undergoes simply from being used and exposed over years. A worn carpet, a faded paint finish, a tap that has lost its crispness are wear, and a building of a given age is expected to show them. The report is not there to list every sign that a house has been lived in; it is there to identify damage, the things that are not simply the passage of time doing its ordinary work.
The distinction matters because it changes what a finding means for a buyer. A worn finish is a maintenance item you will get to eventually. Damage is a signal that something happened, and the useful question is always what, and whether it is still happening. A cracked cornice from a one-off settling event twenty years ago that has been stable ever since is a very different thing from an identical-looking crack that is opening a little further each year. The photograph in the report captures what the damage looks like now; the assessment is about what it is telling you.
Reading damage backwards to its cause
The most valuable thing an experienced inspector does with damage is read it backwards to the cause, because the cause is what decides whether it matters. Cracking that steps diagonally through brickwork above a window or door, wider at the top than the bottom, is usually telling you about footing movement, and footing movement is a structural question. Fine map-cracking across a rendered surface is often just the render shrinking, a cosmetic issue. A horizontal crack along a mortar course can point to something quite different again, from wall-tie corrosion to lateral pressure. The crack itself is only the symptom, and two cracks that look similar to an untrained eye can have completely different significance.
This is where a report that simply photographs and lists everything falls short, and where judgement earns its place. Recording that a crack exists is easy. Working out whether it is the benign kind or the kind that is quietly costing you a footing repair is the part that takes having seen a great many houses and understood how they move. Where the cause genuinely cannot be determined from a visual inspection, the honest report says so and recommends the specialist, rather than guessing in either direction.
The Perth damage patterns worth knowing
Damage in a Perth house tends to follow the city's particular conditions. On the reactive clay soils of the eastern and south-eastern suburbs, seasonal ground movement drives cracking in walls and floors, especially where a large tree is drawing moisture unevenly from under one corner of a slab, or where stormwater has been allowed to soak the ground next to a footing. Near the coast, salt and moisture drive a slower, more insidious kind of damage in mortar, wall ties, and reinforcement. In the older double-brick stock, the absence of the articulation joints that modern construction uses to absorb movement means the movement has to go somewhere, and it goes into cracks.
Knowing these patterns is what lets an inspector weight what they are looking at. A hairline crack in a rendered wall on stable sand near the coast reads differently from stepped cracking above a doorway on reactive clay next to a mature gum. Same-looking marks, different stories, and the difference is exactly what a buyer needs to know before deciding what to offer or what to have looked at further.
What to do with a damage finding
When a report identifies damage, the sensible next step depends entirely on what the assessment says about cause and activity. Cosmetic damage with a benign, stable cause is something you note, budget to tidy up when convenient, and otherwise forget. Damage flagged as potentially structural, or as active, is a different matter, and the report should tell you plainly that a structural engineer or the relevant specialist is warranted before you commit. The worst outcome is not finding damage, it is finding it, misreading it as cosmetic, and discovering two years later that the footing was moving the whole time. A report that separates the trivial from the serious, and says clearly when a specialist is needed, is the thing that stops that happening.
