Water penetration: the root of the defect family tree
The AS 4349.1 defect type for moisture entering where it shouldn't — rising damp, salt damp, leaks and poor drainage — and why it causes rot

If you fix only one kind of defect in a house, fix this one, because water penetration is the cause behind most of the others. Rot needs it. Corrosion needs it. Reactive-clay movement is driven by it. AS 4349.1 lists it as its own defect type, and in practice it is the root of the family tree.
What it is
AS 4349.1 Appendix F lists water penetration as a defect type: moisture entering the building where it was never intended to be. Not the moisture you can see, necessarily — the damage is usually done in the cavity, under the floor, or inside the wall, and the stain in the room is the last thing to appear, not the first.
The forms it takes in Perth
Rising damp is moisture drawn up from the ground through masonry by capillary action. It is most common in the older limestone-footed stock through the western and coastal suburbs, where the footing sits close to the water table and the damp-proof course has failed or was never there. The signs are salt staining and fretting mortar in a band above the floor line.
Salt damp is rising damp's coastal cousin: the water carries dissolved salts that crystallise in the masonry and physically break it down. The Quindalup and Spearwood dune systems along the coast are where it bites hardest.
Leaks come through the roof, around penetrations, and out of failed wet-area waterproofing. Wet areas are the single most common source in newer homes, covered in its own right in our wet-area guide.
Poor drainage is the quiet one. Ground that falls toward the house instead of away, blocked subfloor vents, and stormwater discharged next to the footings all put water where the building has to deal with it. On reactive clay that same water drives the seasonal movement that cracks the walls.
Why it is the root cause
Follow almost any serious defect back and you find water. Timber decay is water plus time. Concrete spalling is water reaching the reinforcement. Termite colonies establish where there is a permanent moisture source. Even footing distortion on clay is a moisture story. This is why an inspector treats a damp reading as a lead to follow, not just a finding to record — the stain is the symptom, and the entry point is the defect.
When it is major, and where it hides
Water penetration becomes a major defect under clause 1.4.10 when it threatens the structure or health of the building — sustained moisture rotting bearers, saturating a wall, or feeding a termite colony. The difficulty is that AS 4349.1 limits an inspection to what is readily accessible and visual, and water does its work out of sight. The standard also notes that a wet area dry on the day of inspection is no proof it does not leak, which is why weather on the day of inspection is a recorded fact.
We chase water penetration by its effects: moisture-meter readings at wall bases and in subfloors, staining patterns, salt damp signatures, and where the ground directs surface water. A pre-purchase inspection reports the entry point wherever it can be established, because fixing the stain without fixing the source simply moves the problem.
Why water is behind so many other defects
Water penetration earns its own category, and its outsized attention in any building report, because it is so often the root cause standing behind other defects rather than a problem confined to itself. Timber decay needs sustained moisture to establish. Concrete spalling begins when water reaches the reinforcement and the steel rusts and expands. Rising damp carries salt up into masonry where it attacks mortar. Mould needs damp to grow. Even some cracking and movement traces back to water, where stormwater has been soaking the ground next to a footing. Find the water and you have often found the origin of a whole cluster of downstream problems, which is why an experienced inspection follows the moisture rather than just cataloguing the symptoms.
This is also why water penetration can be so expensive when it is missed. A leak that has been quietly feeding a concealed space, behind a shower, under a floor, inside a wall cavity, for years does its damage out of sight, and by the time it surfaces as a stain, a soft floor, or a musty smell, the deterioration behind it is well advanced. The cheap moment to deal with water penetration is when it first appears; the expensive moment is when its consequences finally become visible.
The Perth entry points worth knowing
Water gets into a Perth house by a fairly predictable set of routes, and knowing them is what lets an inspection look in the right places. The wet areas are the first: showers and bathrooms where the waterproofing membrane has failed or was never adequate, letting water track into the surrounding structure. The roof is the second: failed or poorly installed flashings around penetrations, valleys, and junctions, where the tiling or sheeting meets something else and the detail was not done well. The ground is the third: rising damp in limestone and brick footings near the coast, and stormwater that has not been directed away from the base of the building. Each of these has its season and its signature. Roof leaks announce themselves in the first heavy winter rain after a dry summer has opened up the details. Wet-area failures show as staining or soft floors adjacent to bathrooms. Rising damp shows as a tide line and salt efflorescence at the base of walls. The inspection reads these signatures and traces them back toward the entry point, because stopping the water at its source is the only durable fix.
Why it hides, and what that means for the inspection
The hardest thing about water penetration is that so much of its damage happens where it cannot be seen. A visual, non-invasive inspection cannot open walls, lift floor coverings, or dismantle the building, which means the water penetration it can confirm directly is the water penetration that has reached a visible surface. Behind that lies whatever has not yet surfaced. This is a genuine limitation, and an honest report acknowledges it: what the inspection offers is the visible evidence plus, where available, moisture-meter readings that can reveal dampness behind a surface that still looks dry, plus an assessment of the conditions and details that make penetration likely.
Where the evidence points to active or significant water penetration, particularly into structural elements, the report treats it as a major defect and recommends the further investigation warranted, which may mean a more invasive look by the relevant trade. Where the conditions suggest elevated risk but the evidence is not conclusive, the report says so rather than overstating. The point is that water penetration is exactly the kind of defect where the honest limits of a visual inspection matter, and where a report that pretends to more certainty than the method allows is doing the buyer a disservice.
The maintenance that keeps water out
Since water penetration sits behind so many other defects, the maintenance that keeps water out is some of the most valuable a homeowner can do, and most of it is unglamorous. Keep the gutters and downpipes clear so roof water is captured and carried away rather than spilling down walls. Keep the wet-area sealant and grout maintained, because a failed seal at a shower is a slow leak into the structure. Direct stormwater firmly away from the base of the building. Deal with roof leaks at the first sign rather than waiting for the stain to spread, because the visible stain is the late symptom of a problem that has been developing out of sight. And keep an eye on the quiet indicators, a musty smell, a patch of paint that keeps peeling, a floor that feels soft, because those are the building telling you water is getting in somewhere before the damage becomes obvious. None of it is expensive, and all of it is far cheaper than the concealed deterioration that unmanaged water produces.
