The brass fittings that carry drinking water through Australian homes have always contained a little lead. From 2026 that changes, under a national rule phased in over several years, and while it is a plumbing-industry obligation, it is a useful thing to understand if you are buying an older home or planning any work on the water supply.

What is changing

The National Construction Code has introduced a new limit on lead in plumbing products that carry drinking water. Under Clause A5G4 of the Plumbing Code of Australia, which is Volume Three of the NCC, copper alloy plumbing products — the brass and bronze used in tapware, valves and fittings — in contact with drinking water are limited to a weighted average lead content of no more than 0.25 per cent.

The change is being phased. From 1 May 2026, manufacturers can only produce Lead Free WaterMark certified products for drinking water use. Existing certified stock can still be installed during a transition period that the Australian Building Codes Board extended, in December 2025, to 30 April 2028. Building and Energy set out WA's position on the extended transition in Industry Bulletin 171. From 1 May 2028, only products carrying the Lead Free WaterMark can be installed in drinking water systems.

Why lead is being removed

Because it is toxic, and the link between lead in drinking water and harm to neurological and cognitive development, particularly in children, is well established. Lead in older brass fittings can leach into water, especially water that has sat in the pipes overnight. Reducing the allowable lead content at the source is a long-term public health measure, which is why it is being done nationally rather than left to choice.

What it does and does not cover

The rule targets products in regular contact with drinking water — tapware, mixers, valves and fittings on the potable supply. It does not cover products that do not carry drinking water: toilets, irrigation, dishwashers, firefighting equipment and the like are exempt. Some products, like stainless steel tapware, are inherently lead-free and never needed the mark.

WaterMark is the certification scheme that sits behind all of this. Plumbing products used in Australia have to be WaterMark certified and listed, and the Lead Free WaterMark is the specific trademark to look for on copper alloy products from the transition dates.

What it means for a homeowner or buyer

For most buyers this is background rather than a red flag, but there are two practical points.

First, if you are having plumbing work done on the drinking water supply, it is worth knowing the products your plumber installs should be moving to lead-free certification through this window. A licensed plumber will be across it; it is reasonable to expect compliant product.

Second, on an older home, the existing brass fittings predate this rule and contain more lead than new product will. This is not a defect and not a reason to re-plumb a house, but for households particularly concerned — families with young children, for instance — the standard, cost-free precaution is worth knowing: run a tap briefly before drawing water for drinking or cooking after it has sat overnight, so you are not using the water that has been sitting against the fittings longest.

Where an inspection fits

Detailed assessment and testing of plumbing is a licensed plumber's work, and AS 4349.1 places concealed plumbing and the operation of the water supply outside a building inspection's scope. What a pre-purchase inspection does is note the visible plumbing, the apparent age of the system, and anything that warrants a plumber's follow-up. On an older home where the water supply is a concern, a licensed plumber is the right person to advise, and this rule is part of the reason the industry is already moving.

Why lead is being taken out of the system

The move to lead-free plumbing addresses a risk that is easy to overlook because it is invisible and slow: the leaching of small amounts of lead from plumbing components into drinking water. Many traditional plumbing fittings and fixtures, particularly brass ones, have historically contained a small proportion of lead in the alloy, and although the amounts involved are small, lead is a substance with no safe level of exposure, and it accumulates. What it does is ensure that new work and new fittings meet the lead-free standard, so that over time, as plumbing is replaced and renovated and new houses are built, the stock of lead-containing drinking-water fittings steadily diminishes. For most homeowners, the lead-free plumbing change is something that happens quietly in the background, through the plumbers who do their work using compliant products, rather than something demanding action. Where it becomes worth a thought is for those most concerned about lead exposure, particularly households with young children, who may wish to understand what their drinking-water fittings are and, where older lead-containing fittings are a concern, consider replacing key drinking-water tapware with lead-free equivalents as a precaution. It is not a requirement for an existing home, but it is an option for a household that wants to minimise a known, if low-level, exposure.

For a buyer, plumbing is one of the systems that a standard building inspection assesses visually rather than tests in a laboratory, and the lead content of fittings is not something a visual inspection can determine, since it is a matter of the alloy rather than the appearance. What an inspection can do is assess the visible condition and function of the plumbing, note its apparent age and type, and flag where the plumbing is old and may warrant a closer or specialist look. Where a buyer has a specific concern about lead in drinking water, that is a matter for water testing and specialist advice rather than a building inspection, but understanding that newer and future plumbing is moving to lead-free, while older plumbing may contain lead, is part of understanding the house. The broader point is that the lead-free change is improving the safety of the water supply going forward, and that an owner particularly concerned about it has options, even though existing plumbing is not required to change.
