Not every defect is dramatic. Some are just things that no longer do their job — a window that will not open, a gutter that does not drain, a door that will not latch. AS 4349.1 gives these their own category, operational defects, and while most are minor, a few are warnings of something larger.

What operational means

AS 4349.1 Appendix F lists operational as a defect type: a component that does not work as intended. The element is present and may be undamaged, but it fails to function. A window painted shut. A gate that will not latch. A floor waste that ponds instead of draining. A garage door that jams.

On its own, an operational defect is often a maintenance item rather than a structural concern. AS 4349.1 asks an inspector to report the general extent of minor defects rather than list every one, and much of what falls under operational is exactly that — the ordinary friction of a house that has been lived in.

When an operational fault is a symptom

The judgement is knowing which operational faults are trivial and which are the visible edge of something structural. A single sticking door is a maintenance job. Every door on one side of the house binding is a footing telling you it has moved. A window that will not close because the frame has been racked out of square is distortion, not a joinery problem.

Drainage is the operational category that most often matters. Falls to floor wastes that do not drain, gutters and downpipes that discharge against the footings, and surface water that runs toward the house rather than away are all "operational" failures with structural consequences, because on reactive clay that mismanaged water drives the movement that cracks the walls.

What the standard excludes

AS 4349.1 draws firm lines here. The operation of many services is outside the scope of a building inspection: it does not test electrical installations or the operation of smoke alarms, does not assess air conditioning, does not test gas fittings, alarm or intercom systems, garage door mechanisms, or swimming pool filtration. These are named exclusions in Appendix D. Where they warrant attention the report says so, but testing them is specialist work, not an inspector's.

How we handle it

Operational faults are recorded, and the ones that read as symptoms of a larger problem are flagged as such rather than filed under maintenance. A row of binding doors gets reported alongside the cracking that explains it, not separately, because together they tell a story that neither tells alone. A pre-purchase inspection separates the trivial from the telling, which is the whole point of paying someone who knows the difference.

Operational faults as early-warning signs

An operational defect is something in the house that does not work as it should: a window that will not lock, a door that does not latch, a tap that drips, an exhaust fan that does nothing, a gate that will not close. Taken at face value these are minor, and many of them genuinely are, the ordinary small failures that accumulate in any house and get fixed on a Saturday. But the reason an inspection records them carefully rather than waving them through is that an operational fault is sometimes the visible end of something larger, and telling the trivial version from the significant version is the point.

A window that has become hard to operate might just need its hardware adjusted, or it might be stiff because the wall around it has moved and the frame is no longer square, in which case the real story is structural and the window is only the messenger. A door that will not latch might need its strike plate moved, or it might be telling you the same thing. A toilet that rocks slightly might need re-bedding, or might sit over a floor that is failing beneath it. The operational fault is the symptom you can see; the inspector's job is to judge whether it is a symptom of anything, and to look past the obvious fix to the possible cause.

Where operational meets safety and compliance

Some operational faults matter not because they hint at something structural but because the thing that does not work is a safety device. A smoke alarm that does not respond when tested is an operational fault with a direct safety consequence. An RCD that will not trip is another. A window that is meant to serve as an emergency egress from a bedroom but is painted shut, or a balustrade that is loose, or a pool gate that does not self-close and self-latch, these are operational faults where the failure is of exactly the thing that is there to keep someone safe. An inspection treats these differently from a dripping tap, because a device that exists for safety and does not work is closer to a hazard than to a maintenance item.

Pool barriers deserve a specific mention in the Perth context, because they are both common and heavily regulated. A gate that does not self-close and self-latch, or a barrier with a gap or a climbable feature, is an operational and compliance failure at once, and it is the kind of thing that carries real penalty exposure as well as a genuine drowning risk. Where an inspection can see the barrier, it reports how it is functioning, because a non-operational pool gate is not a minor inconvenience.

What the standard does and does not promise here

It is worth being clear about the limits of what an operational assessment in a visual building inspection covers, because it is easy to expect more than the standard offers. The inspection is visual and non-invasive, and it is not a functional test of every service and appliance in the house. An inspector will note a tap that drips or a fan that does not run when they encounter it, but the inspection is not a plumbing test, an electrical test, or an appliance service, and it does not dismantle or extensively test the systems of the house. Specialist testing of the electrical installation, the plumbing, the gas, or individual appliances is separate work carried out by the relevant licensed trades, and the report will say where that specialist testing is warranted.

What the inspection does give you is an honest record of the operational faults that are apparent on the day, weighted by whether each one looks like a simple fix or a symptom of something larger, and flagged clearly where the thing that does not work is a safety device. That separation, the dripping tap noted and moved past, the non-functioning smoke alarm called out in plain terms, is what turns a long list of small operational observations into something a buyer can actually use.

Why we record the small ones anyway

A reasonable question is why an inspection bothers to record the genuinely minor operational faults at all, the tap that drips, the cupboard door that hangs slightly proud, the fan that hums. The answer is partly completeness and partly protection for the buyer. Completeness, because a report that silently decided which small faults were worth mentioning would be making judgements the buyer never gets to see, and it is better to record and rank than to quietly omit. Protection, because the accumulation of small operational faults is itself a signal: a house where a great many small things do not quite work is often a house that has been lightly maintained, and that pattern is worth a buyer knowing even when no single item on the list is serious. The report separates these clearly from the significant findings so they do not drown out what matters, but it records them, because the buyer is the one who gets to decide what is trivial to them and what is not, and they can only do that if the information is in front of them.
